In a medium saucepan, combine 4 cups of water and the zest of 2 lemons. Bring to a gentle simmer over medium heat. This will help extract the citrus oils from the zest.
Reduce heat to low, add 1 cup of honey and stir until fully dissolved. Ensure the mixture doesn't boil. Simmering helps the flavors meld.
Remove from the heat and stir in the juice of 2 lemons and 2 tablespoons of rosewater. Add more rosewater to taste.
Let the mixture steep for at least 30 minutes, allowing the flavors to fully infuse. If you are serving cold, let it cool to room temperature, then refrigerate for 30 minutes to an hour or until thoroughly chilled.
