In a large skillet, brown 1 pound of ground beef over medium-high heat. Drain off any excess fat.
Stir in 1 (14.5 ounce) can of diced tomatoes, 1 (15 ounce) can of tomato sauce, 1/2 cup of water, 1 teaspoon of dried oregano, 1/2 teaspoon of garlic powder, 1/4 teaspoon of salt, and 1/4 teaspoon of black pepper.
Bring the mixture to a simmer, then add 2 (15 ounce) cans of small, ring-shaped pasta (Spaghettios). Stir gently to combine.
Reduce heat to low, cover, and simmer for 15 minutes, stirring occasionally, until heated through and the sauce has thickened slightly.
Serve hot, garnished with grated Parmesan cheese, if desired.
